First Deduction [Video]

[A small boy, no older than six or seven, is peering into the camera with a look of deep concentration. Suddenly his expression subtly shifts into a childish expression of worry.]

Ne! Ne! Is anyone there? I just found this device here, and it seems a little like a cell phone. But my phone isn't working. Isn't that strange?

Is there a police officer anywhere? At school they said I should find one if I got lost.  And I can't find Ran-neechan anywhere!

The Kaitou Kid heist. It was really cool! He walked on air just like a bird!

Because he's a magician! But he's still a bad person for being a thief. That's why the detectives are going to catch him some day.

[He was very glad that there was no chance of that stupid thief overhearing this particular act. Probably. But he had been at a heist.

...Conan makes a mental note to check for bugs at the earliest opportunity.

Any language may seem odd if you do not know it; if you explore I believe you shall see signs written in English lettering and in another language.

As I said, I do not have many answers. This is the information relayed to me from others in this place, and I can only do the same for you.

However...

I have not travelled very far in my life or seen many great places. This may be similar to somewhere on Earth. I wouldn't know.

Mmm, both schools and law enforcement are symbols of government. All societies have laws they wish to enforce, but not all societies support schools. Isn't it strange to have a school but no laws?
